ShEp-Fish is a low cost ship or helicopter expendable device which simulates the motor run-up and homing sonar of a number of lightweight torpedoes. Its use is intended to provoke a reaction from possible submarines when the contact and tracking by surface or airborne forces fails to meet weapon release criteria. Its signature is such that a submarine commander would on detection have to make an instantaneous decision on TCMs, probably involving the release of countermeasures and evasive maneuvering allowing a rapid upgrade to "Probsub" and weapon release.
